The Jakarta Social Assistance Monitoring Coalition (Bansos) complained that there were 461 Non-Cash Food Assistance Beneficiary Families (KPM) with zero balances to the Ombudsman of the Republic of Indonesia. The complaint was submitted through an audience broadcast online, on Tuesday, July 21, 2020.
Secretary General of the Indonesian People’s Struggle Union, Dika Muhammad said the social audit was carried out with IBP, the Initiative Association, FITRA, and Kota Kita.The complaints, which numbered hundreds of KPM, said Dika, were spread across 16 urban villages in DKI Jakarta. They complained to the Information and Complaints Post established by SPRI.


“His BPNT card has not been filled with zero balance since March 2020. There have also been zero ones since 2017,” he said at the hearing. Some of the complainants, said Dika, had reported to the District Social Welfare Worker (TKSK) or their companions, but they did not get a solution.


Dika said that the majority of KPMs who report are still living in poverty, socially and economically they have not grown prosperously. As a result, during the Covid-19 pandemic, KPMs with zero BPNT balances could not access food assistance and did not receive compensation for any social assistance from the government.
Based on the data presented by Dika, it was seen that the most KPM complained in Kelurahan Tengah, Kramat Jati District, East Jakarta. According to him, KPMs have never received an official explanation from the Jakarta Social Service or the Ministry of Social Affairs regarding their zero balance. “The unofficial explanation states that the zero balance of KPM is a consequence because there is a new KPM,” said Dika.

In the hearing, Ahmad Alamsyah Saragih was present as the representative of the Indonesian Ombudsman and Teguh Nugroho from the Ombudsman of DKI Jakarta. In the hearing, Alamsyah said that he would follow up on the report from the Jakarta Bansos Monitoring Coalition. Alamsyah asked the Coalition to provide detailed data regarding the 461 KPM who complained and would immediately summon the Ministry of Social Affairs regarding this matter.
